As a developer, I'd like to have a client that can save logs to a local file

I think this might a different type of support, since it is local storage. What I was thinking when I said a LocalFile it would be like a JSON file in the filesystem of the OS, so if a customer wants to share those logs with someone, they would share that file.

Doesn't the file_lumberdash plugin already covers this use case?
