Building features - Pet policy to multiselect

LAHD would like the Pet policy field under Building features to be a multiselect field instead of a text area. This should be behind a feature flag enablePetPolicyCheckbox and it should stay optional. This toggle should only be on in LA / Angelopolis.

The question title should be What kinds of pets do you allow? and the options should be a set of optional checkboxes Allows dogs and Allows cats.

We will need two new optional boolean fields allowsDogs and allowsCats.

We should show this as a bullet list on the public site similar to how we do accessibility features. It's okay if there is just a single bullet.

AC:

• New values reflected on partners
• New values reflected on public with translations
• New values reflected on export only if all jurisdictions have the flag on

@sarahlazarich If we want this to be checkboxes, should we prevent a user from selecting both No pets allowed and one of the other options? Should we nest Allows dogs and Allows cats under a more generic question like Do you allow pets? and they have to select yes and then see these options? How should this display on the public site, as a comma separated list, or an actual list?

1. We don't need to explicitly prevent that.
2. We can, I don't have a strong preference here. We should go with the simplest option.
3. Don't we usually show a comma separated list when we have multiselect checkboxes? If that's right, we can keep with that for consistency.

We should store as a list for accessibility, I have #5725 up to fix this and then we can use the same pattern here
