Suggestion: Add A Guideline Or Standard Operating Procedure for Fee Adjustment

I suggest to add a guideline or standard operation procedure for fee adjustment to make the committee members life easier and the community know how the fee adjustment work.

For example:

1. Time interval: Fee will be adjusted on the first day of every month (so community know when it will happen).
2. Reference Price: Average price of BTS/USD for Last 3 days or last 30 days from CMC or price feed (so community know where is the price come from).
3. List of current fee in USD.
4. If community want to appeal a particular fee eg account creation fee, he or she may open an issue and discuss with committee members.

1. No such decision has been made by the committee so far.
2. As reference pair, the feed price of USD:BTS has been used in the scripts I wrote, can be change at any time.
3. A list of fees in USD can be found in config.py
4. I think issue or Pull requests would make most sense.
