Expected Behavior

When A unit is dropped from the key3 report, we should stop emailing them

Actual Behavior

They still exist in the DB, so they are still emailed.

We should probably diff the units in the report with the units in the db, and drop ones from the DB not in the report. Or just mark them inactive?
