Better vouchers of this mod do not appear.

When I ban all other vouchers via Banner and after I get the three base vouchers, the shop does not show the upgraded vouchers for these vouchers, but instead gives me the Blank Voucher. I am sure I did not block the upgraded vouchers, so why is this happening?
