Arc Furnace requires (uncraftable) Block of Steel not Steel Block

Attempting to craft an arc furnace, an error is generated when trying to place a steel block, as the recipe seems to specifically call for a "block of steel" which cannot be crafted.

I'm sure they do in every other recipe, but for this, the multiblock isn't forming unless I cheat in blocks of steel.
