We have build files for libevent 2.1.12 (using rules_cc and openssl3) that we could contribute if need be. Until then I am letting @derekmauro cook. Thanks.

Thanks for your interest as well! I have everything working on Linux and macOS. Hopefully I will have Windows working this weekend, then I will send out a PR.
