Geo-Aware Lazy Migrations

What a well-written, well-thought out proposal. Makes wonderful sense to me, and having the ability to chose which migration approach makes sense for the deployment is quite nice. I agree that the current approach is great for single machine deployments, but multi-server and multi-region would benefit from an approach like this

Thanks! There clearly will be differences: my approach to multi-tenanting involves multiple instances of Rails processes, this gem will achieve similar results with one rails server. Any details in my proposal are merely for the purpose of discussion (my experience is that without that level of detail discussions are less productive), but should be treated as non-binding. I also don't care what the default is, just that I can select the option I need.
