How to re-open the plan? versions do not exist?

I have multi-step plan and agent is executing one step at a time.

After Step 1 is done I want to review and comment on it. I call /plannotator-review
shows "Opening the review UI...".
But it opens and says it's approved and comments can not be made! that's bureaucratic, like life is not hard enough, create more difficulties for yourself. I have to ask agent to reopen it in unapproved mode? wait for request travel across the ocean and back and then agent will think and do it.

But maybe I'm seeing the old plan that was approved. because it can't open webview inside OpenCode and if you forget to close plan window you will be left guessing and comparing versions.
So in that case I closed that plan window and called /plannotator-review again. it shows the same message

Opening code review... Waiting for your feedback.

but I don't see the plan.
I closed browser just to be sure and called review again, and browser is not opening.

Last option- ask agent. "reopen the plan for review again".

Nothing happens.

Ok let me reopen the browser. As soon as I reopen the browser the plan review appears. So it was waiting for browser in order to fire the URL?
But plan opened is some old version.

I ask agent in chat "this looks like an old version of plan". no reaction. Oh wait, Agent is not reading here, I must comment on the plan in order to get it moving!

For the fifth time - note to self , open feature request to allow comment on the whole plan, select title and comment on it. so the plan is 1.1.8, and agent makes 1.1.8 V2 instead of 1.1.9
I ask whats's the deal with two numbering systems

I don't have a way to recover the exact original text. The plan versioning labels (1.1.7, 1.1.8, etc.) come from the Plannotator UI — I don't control those version numbers and I can't query past versions from it.
