Offline Root CA is not powering off

Per https://aws-quickstart.github.io/quickstart-microsoft-pki/ "...and becomes a Suborodinate CA, after which the Root CA is powered off."

I have deployed the quickstart two-tier template and received no errors. When looking through the associated Systems Manager Automation tasks as well as the DSC modules, I am not finding where exactly a shut down is specified. If this was removed, then the deployment guide wording should be updated.
