Tune calculations in coupled lattice

The current tune diagnostic assumes we know the uncoupled lattice parameters, normalizes x-x' and y-y' using those parameters, and computes the phase advance in the normalized frame. I want to compute the (eigen)tunes, which is straightforward once we know the coupled lattice parameters, and hence the normalization matrix.
