A new Tabset control should allow a designer to specify two or more tabs. Clicking on a tab will show the associated 'pane' of content.

An example of a generic tabset control is shown below:

The designer should allow the user to click the various tabs and drag controls into their associated panes, much as they can add controls to the existing design surface.
