Extra menu is invisible when no themes or splashes are found
If no themes or splashes are installed to the Themes or Splashes folder, and Anemone3DS displays "No theme found", the extra menu is not visible. The extra menu is still accessible (although invisible) when tapping the area where the menu button would appear or pressing X. Only the D-Pad options are available in this state, L and R still switch to themes/spashes or open the QR scanner.

Steps to reproduce
have no themes or no splashes installed.

Expected behavior
Extra menu should be visible with no themes or splashes installed, or else badges can't be dumped before installing, and badge installs are blind menus.
