Curently, there are no Windows on ARM binaries. Mason fails to install marksman.

Windows on ARM is a recent-ish thing but I think that dotnet should be able to cross build for arm64 even on regular windows x86 hosts.

I don't have an arm64 windows machine, but happy to accept a patch to the release script.
