Rename the distribution to argorix-guardrails

PyPI trusted publishing was registered for the project name `argorix-guardrails`,
so the distribution now matches it. The importable module is unchanged: this is
still `import argorix` / `from argorix import ArgorixClient`.

Only `pip install` lines, dependency specs and the trusted-publishing metadata
change; no source or API is affected.
