Autopilot only deploys resources to argocd namespace

We want to use argocd-autpilot to deploy resources that go along with it but are not necessarily included as a manifest provided by argocd-autopilot. ServiceMonitors, which live in the monitoring namespace, is a good example. Since they live in monitoring namespace we need to create a separate application jus to deploy service monitors.
