change profile/resource loading priority

I would like to change priority when loading remote and local resources to have the following priority:

• version branch files (and if removed/missing...)
• master
• local pip install location
• local repo/working folder

This is meant to be a way to combat issues detected after a release, without having to re-release only due to profiles.

a profile index/database/state would be desireable as well to keep track of profile versions.

Either of these two would allow for "Would you like to use the latest version of 'desktop'" for instance.

And additionally, would allow us to check for profile conflicts if a index/db/pacman-info-style is used.
