Obscured resource title on smaller screen sizes

At smaller screen sizes, the element 'ep-tools-title' slides behind 'top-right-nav' and becomes partially obscured. I've given ep-tools-title a red border in the video below, to make this more obvious.

This is causing an issue when trying to apply a visually appealing fix for archesproject/arches-her#1349. An upcoming PR targeted at fixing archesproject/arches-her#1349 ought to also fix this issue and get the flexbox working properly with flex-shrink and flex-grow.
