Value ids appear instead of pref labels in resource-instance widget relationship panel

(0. Checkout #10667 if it's not yet merged, the issue is preexisting, but it's easier to open the panel this way )

1. Create a graph with an ontology
2. Make it relatable with another graph
3. Create a resource-instance node and publish
4. Resource Editor > Use the widget to select a related resource
5. Click the gear to bring up the panel

Result: value ids appear instead of prefLabels:

I'm still seeing this but only when creating a new related instance, not when changing the relationship of an existing related instance.

I noticed in the steps to reproduce that there isn't a step for defining the relationship type. Could this issue be related to not assigning the relationship type?
