[validate command] Verify nodegroups in tile rows exist

As of v8, it will be possible for the nodegroupid on a Tile row to point to deleted nodegroups.

We could add a simple check to the manage.py validate command to check for this so that sys admins can verify that their business data migrations have not left behind any cruft that will cause problems in the application.
