Currently only users in the "Graph Editor" group can access the Graph Manager. This means that unless someone has full edit access to the graphs, they can't see them. While you can get a gist of the graph from the Resource Editor, seeing the template for the data can be helpful for several reasons. For example, if a user has access to the Bulk Data importer to import data, they are required to map the csv column headers to the appropriate Nodes. However they're kind of guessing since they don't have direct access to the graph. It would be nice if there were a read-only view of the Graph Manager where every option is disabled.

I think this is a really good suggestion. Another solution might be to have a graph inspector plugin - something lean that has a nice visualization of the graph without all of graph editing/publication features.
