C++ project setup

Setup:

• Directory structure
• CMake build script
• Tests stub with able to run with sanitizers
• Auto formatting
• Linting
• Github actions to check PRs automatically for formatting, linting and testing

Hey, yep, thats one is yours. Next time just assign available tasks from backlog (not created yet).
Plan how to share your work with @elevankoff . You both may work in separate branches, than merge them nsto a single one and create a PR.
Don't forget to write down here your working plan.

How do you like this directory structure:

• Unit tests and python wrappers would be in the same dir, as Core and Parsers source code, but regression and end-to-end tests would be in Tests directory
• The biggest part of settings would be in project root dir
