Container sliders should show unit costs only if scaled past total allowance

Currently, the slider displays unit costs regardless of the account plan.

Here is an example of a platform account that is seeing what appear to be usage charges. I think it should display "included in base plan" (or something to that effect) until the resources are scaled above org.billing_detail.container_allowance
