Admin page for seeding Projects and Artifact Catalog

As we move to and support the beta we are going to need to accommodate fixing mistakes in creating subprojects and assigning artifacts. Some projects have a complex history. We'll need a page that will both:

1. Correct the subprojects for a PMC
2. Provide a seeding of Artifacts that assigns these to the correct project and release version.
