[Python][C++] Add OpenTelemetry to possible CMakePresets.json

We added OpenTelemetry to our wheels. I've realized we missed to add OpenTelemetry to our CMakePresets.json when using features-python-maximal. We should add OpenTelemetry to our CMake presets.
