Introduce common prek hooks for the new coordinator distribution

Why

As #65958 (comment) pointed out we will introduce new sdk/coordinators distribution. We should have corresponding prek hooks to guard the quality.

What

There're two direction to achieve the harden here:

1. Integrating with the existing provider prek hooks
2. Add new prek hooks that mimic the existing provider prek hooks

The areas cames to my mind

• Documentation-related
• PR Template validation
• etc (need to double-check the current coverage of provider prek hooks)
