1. Passing relative paths in the bundle_url does not work in dev mode because react will deault to localhost:5173 instead of localhost:28080

For more context, this appears when we add a react_app via a plugin, and we specify the bundle_url for loading the external react app.

This should support relative url, but in dev mode base url is vite development server, which doesn't map to the backend endpoint where we serve the actual bundle. (port 28080)
