经过和 @wjgogogo 的不断尝试, 得出两种方案

1. 基于 lerna

2. 基于 semantice-release

https://github.com/lijinke666/auto-release-test

共同点

1. 都能正常自动发布 (前提是: 需要关闭 需要有一个 reviewer 通过 才能提交的 限制)
2. 根据实际改动 按需发布 (比如 moduleA, moduleB)
   
3. 自动提交 changelog

不同点

基于 lerna

1. 根据当前 package.json 版本号 和 commit msg 发布下一个 release
2. 自动发布时 能自动识别 不同子包的依赖关系
3. 发布时 自动更改并提交 package.json 的 version 和 changelog

基于 semantice-release

1. 根据 commit msg 和 tag 比对 发布下一个 release
2. 发布后 先关联的 pr 会提示 已包含在所对应的 release 中
   
3. 发布时 自动更改并提交 changelog
4. 需要搭配 semantic-release-monorepo 插件 并且每个子包需要放一个 release config

综上所述:

选用 方案1 : 基于 lerna 更合适一点
