Permission failures result in constant retries that eat up tokens

Describe the bug
It seems when the SDK is trying to do something and it fails, it just keeps retrying forever and keeps eating tokens until it times out after 45 minutes.

Expected behavior

Exit and leave early, don't loop forever.
