Weird Unforeseen Issue #80

So I had been having issues with tweakscale and the like, yada ya, (see TweakScale/TweakScale#306 if you want to look into it) I opted to remove the OneTimeResourceConverter.dll from GC and it resolved a lot of issues however, upon loading a savegame, this is what I saw:
I am not sure if this is intended functionality of one of my mods, or if this is related to the removal of the OTRC dll.
