Translation of Notifications

Since notifications can potentially have a bunch of different recipients, we're trying to think through a way to translate those messages as they come out of the notification system.

Normally this could be done at send-time, but because you can send a notification to an object that doesn't necessarily have a language (for example, you send a notification to a "Project" or something to display it on an aggregated page), you'd potentially have to translate it at run-time.
