Translation doesn't work.

I've been testing 2.8 and found that text is not being translated.

is a property of ru correct? The english translation is en_US, is there a ru_?? property that you need?

The country code is not required, I've checked the Locale class of LibGDX to be sure.

I don't see Russian in the list. I see English, Tiawan, Korea, etc, but no Russia. Is that a problem?

Probably you should define a new locale by doing:
static final Locale = new Locale("ru");

I've found that it won't work till the current locale will be provided to Bundle constructor such as:
I18NBundle.createBundle(baseFileHandle, locale); (look at line 263, https://github.com/alaskalinuxuser/app_critical_velocity/blob/master/core/src/com/alaskalinuxuser/criticalvelocity/criticalvelocity.java ).
I've also seen a piece of code where all app locales are placed in array:
Locale[] locales = new Locale[]{new Locale("en", "US"), new Locale("ru")};
And then the program checks if the device locale is in list. Probably it's a good approach.
The problem is how to get the current locale and to avoid usage of Android API if it's possible.
