Create durable object for chainhooks

We will need a durable object to help us interact with and track the creation of chainhooks.

We should be able to do this programmatically with the same key that we use for the Hiro API now.

Some initial ideas:

• wrap the chainhook creation endpoint to store extra data for our purposes
• create chainhooks for each DAO contract we want to track
• create chainhook consumers for each chainhook created
  • map out path of what actions activate what agents
