Pluralize article headers where appropriate

This may be a style call, but many of the projects have plural titles (Web Extensions, Shapes, Regions, Overlay Effects, Filter Effects, Captions, Blend Modes) but singular headings (What is it? When can I use it?). Sometimes it works, but for consistency I would recommend changing them to "What are they?" "When can I use them?"
