Introduce Event Interfaces

The metamodel knows EventElements and EventPayloads. The Interface Operations also imply - to some degree - an event character (e.g. PostSubmodelElementByPath --> send the event CreateSubmodelElement with a path information). The API Operations however are still restricted to RESTful/HTTP operations.

We need to introduce a generic event handling (Event Interface Operations?) together with reference Event API Operations for, e.g., MQTT, OPC UA, gRPC or other commonly used protocols.
