Feature: Allow Final Output Machine to support Multiple Inserters

The following configuration type is not supported, but should be supported:

clock-config-metallurgic-science-pack-1767383512163.json

This fails with the following error due to the restriction that has been set to only allow one inserter per final output machine:

Output machine machine:1 must have exactly one dedicated output inserter, but found 2. Each output machine requires its own output inserter.
