• To test this, install purldb, set it up using the README, and run make run. This will start server at http://127.0.0.1:8001/.

• Make a request to
  http://127.0.0.1:8001/api/collect/?purl=pkg:swift/github.com/Alamofire/Alamofire@5.9.1
  Note: There is a GitHub API rate limit. Follow up in the issue: Handle GitHub API Rate Limit #723
