I want to be able to support Carthage as a baseline (for other projects' needs), Swift PM second, and finally CocoaPods.

Acceptance criteria for this ticket is configuration that enables this to be possible for all three, and a script that will take care of tagging and the trunk updating required by CocoaPods.
