When you have a spell book equipped that has 2 or more spells in them and you have any item that allows for spell casting in the same hotbar slots as there would be spells - ie 2-4 - any spell that is on that same slot gets cast immediately when you switch to that item via the keys. It's hard to explain so here's a video.
