ISSUE: "Error opening file" "There was an error opening the file"

I can successfully import a powerapp canvas and powerapp sharepoint form, but when it comes to opening them I get the following error:

I have ran each script carefully and multiple times, and same outcome each time.

I have even created a script to scan for values over each package to make sure the values were converted successfully and I found the conversion worked flawlessly. I only get an issue when trying to open the powerapp.
