"Accepted without funding" means rejected?

The new status of "Accepted without funding" is confusing to me:

If I understand correctly, it actually means "the proposal is rejected but we let you post it here anyway".

I suggest reserving the term "accepted" only for things that are getting funded, and renaming this status to "posted, ZF funding declined" or some such.

I also don't see the purpose of ZF committing to not funding the proposal. I liked it better in the old system, where ZF could see what's going on with the discussion and external funding (if any), and then swoop in with additional funding, at any time, at its discretion.
