Send group description and threshold to other DKG participants

Currently, frost-client dkg requires each participant specifying the group description and the threshold. However, that is awkward, particularly for the threshold since it must be correct for the protocol running correctly, which means that the other participants need to get the threshold out of band.

The first participant could send those values when starting the session, even though that requires another round of communication.
