coding-agent dev-CI batch repair: shard-3 manifest parity count and shard-5 async shell output truncation

Owning repair lane: coding-agent dev-CI batch repair after merged PR #3694.

Scope:

• Shard 3: packages/coding-agent/test/telegram-baseline-manifest.test.ts expects 570 adapter-parity rows, but Q29 adds six rows (AD-*-Q29) and the manifest now runs 576 rows (96 per adapter).
• Shard 5: packages/coding-agent/test/tools.test.ts:1574 fails should bound async and monitor output while preserving full local evidence; expected TAIL, but the retained async delivery splits the terminal marker (TA / L) across truncation chunks.

Constraints: repair only reproducible failures, add regression proof, run focused and affected checks, open a repair PR targeting dev, do not alter PR #3694 history, merge, release, or tag.
