Parappa the Rapper (PSP) uses some kind of interleaved AT3 audio. Many audio channels are present in a single AT3 file, corresponding to Parappa's COOL/GOOD/BAD/AWFUL grade. The specific format is unknown. ATRACTool cannot decode these strange AT3 files, producing a broken file with no audio. FFMPEG cannot decode these files either, producing fragmented pieces of audio and many command-line errors.

As you say, usually when an ATRAC file contains multiple voices, it is often more than two channels, but since I do not have the ATRAC file in question and do not know the specifications of that game, I am not sure I can help.
