Doesn't the framework apply the sytem properties last all the time? Referencing the paragraph https://xltdoc.xceptance.com/xlt/load-testing/manual/480-test-suite-configuration/#processing-order-of-included-property-files
default.properties, followed by its includes
project.properties, followed by its includes
test.properties (or any other test-run-specific properties file), followed by its includes
dev.properties, followed by its includes (in development mode only)
secret.properties, followed by its includes
The system props are missing here, but I think they come last, if not mistaken?
