Support CodeChecker --tidyargs parameter

It would be nice to run clang-tidy with custom configurations.
CodeChecker already has an option for this.

Do you think we need such an option, or we can work around this in some way?

It might make sense to have a clang_sa_args counterpart to clang tidy. As a workaround, you can utilize any CodeChecker command using the analyze_args option. The content of that option is forwarded to the CodeChecker analyze command.
