Deprecated old theming utils in favor of our CSS token theming pattern.

We should deprecate the following utils in favor of using our CSS tokens for theming.

- `useThemedRing`
- `styled`
- `useTheme`
- `getTheme`
- `shiftColor`
- `defaultCanvasTheme`
- `useIsRTL`
- `createCanvasTheme`
