leaf 1.21.4 skip-tripwire-hook-placement-validation not working #612

- I tested and couldn't replicate this issue on latest Paper or Purpur build
What behaviour is observed?
skip-tripwire-hook-placement-validation seems like its not working. i tested it on lastets purpur build for 1.21.4 and it did work for me, specially hook dupe
What is the expected behavior?
i expect to tripwire hook dupe is work,i did test on puprpur 1.21.4 and it did work for me
How to reproduce?
1 enter server
2 build hook dupe ( example
)
3 stand on string and place hooks so hooks getting multiplied
