These two tasks were deferred in #3633.

Ensure that inputs outside of the available IO Annual LULC years are denied as 400s.

Ensure that when using HUCs or WKAOIs, caching is used as with MMW-Geoprocessing, i.e. if the results are found in the cache, then they are not fetched from the IO Geotiffs.
