Implement CI/CD Workflow for Stellar Smart Contract

We need to implement a CI/CD pipeline for our Stellar smart contract to ensure automated testing, build validation, and deployment readiness on every change.

This will improve reliability, enforce code quality, and streamline deployment to testnet/mainnet.
